Dr. Shen has been working in the field of Science and Technology Studies for over twenty years. In 1991 she began to apply the social shaping of technology perspective to the study of developing countries, specifically to China. She was the author of The Chinese Road to High Technology – A study of telecommunications switching technology in the economic transition (published by Macmillan (London/NY: 1999).
In this seminar, she will discuss the development of Linux – a non-proprietary operating system software technology in the economic, political and cultural context of China. From a technology studies perspective, she describes the social elements behind the General Public License (Copyleft), open-source/free software movement, in the international arena, and further examines the cultural, political, economic and organisational issues involved in the Linux development in China. She demonstrates that the seemingly technical issues are largely social, economic and political issues and must be examined within the framework of interdisciplinary approaches. She also argues that development strategies must take into account the specific socio-technical features of the technology and application in question. In the case of computer operating systems such as Linux – a “network technology”, the de facto standard set by Microsoft windows has created a powerful lock-in effect, augmented by unlicensed use, impeding adoption for a late-comer like Linux.
